Who is Artemis PAC?
A look at Utah's newest Gen-Z led PAC
Welcome to the first edition of the Artemis PAC Substack. Every week, we’ll publish deeper insights on the stories Utahns actually care about. Whether that’s an analysis of a local race, an important bill at the Capitol, a grassroots strategy, or a candidate profile, we’ll equip you with the tools to make real change in your community.
Artemis PAC is a Gen Z-led political action committee focused on fundraising, communications, and movement-building to push Utah toward a more progressive direction. Our affiliated consulting partner, Apollo Political, manages the data and field operations that power many of the campaigns we cover. Apollo handles the doors and the dialer; Artemis handles the messaging and the megaphone.
Our aim is honest: we want to financially support local candidates to build out their campaigns, provide transparency about where we’re putting those resources, equip organizers with the tools they need to build power at the local level, and give Utahns a sharper picture of what it takes to push this state in a more progressive direction.
This year, we’re raising over $60,000 to back Progressive municipal candidates in 2027 who don’t have the war chest or the time to fundraise on their own, including candidates Apollo Political doesn’t represent. Because municipal elections in Utah are non-partisan, we have a special opportunity to build the progressive bench in traditionally Republican areas. We’re going to invest in candidates in key red-to-blue areas like Ogden, Provo, and Layton. Every dollar to Artemis PAC goes directly to the work that wins local races: digital media, paid voter outreach, and the ballot initiatives that put Utah’s biggest issues in the hands of every voter. We don’t need to outraise the other side; we need to outwork them, and every dollar in is one a local candidate doesn’t have to chase down on their own. We want to make the most change we can, so please chip in what you can, and we’ll keep you posted on where every dollar goes.
What’ve we’ve been up to
Before we dig into 2026, a quick look at the cycle that built the foundation. In 2025, Apollo ran its first full municipal cycle across the Wasatch Front and put real numbers on the board:

11 municipal wins across northern Utah
The headline result was a clean sweep in Ogden, where Apollo managed Alicia Washington’s at-large win against an incumbent and helped elect all three slate candidates to the city council. We took two of three seats with the West Jordan slate, ran Bettina Smith Edmondson’s full campaign to a landslide win in Layton, helped Gay Lynn Bennion defeat an incumbent in Cottonwood Heights, and added wins in Murray, Clearfield, and Park City. By the end of 2025, progressives had picked up seats on city councils across northern Utah — and we’d built the infrastructure that’s powering this year’s work.
Since January, Apollo Political has been on the ground across Salt Lake, Weber, Utah, and Summit Counties, executing the signature-gathering and delegate-outreach programs that decide who makes it onto the ballot. Here’s what we’ve accomplished:

Six Democratic clients qualified for the primary ballot
Four wins in five contested convention races
At the Salt Lake County and Utah State Democratic conventions, four of the five Apollo clients in contested convention races walked out with the delegate margin they needed to make it onto their primary ballot or secure their nomination outright:
CJ Hernandez — 59%
Luke Maynes — 58%
Zach Robinson — 57%
Shawn Robinson — 53%
Heading into the June 23 primaries, the Apollo team will be picking up where we left off, hitting doors and phones for CJ Hernandez and Shawn Robinson. Artemis PAC will be giving you a closer look at both campaigns here.
Meet the Team
Executive Director — Jake Morris
Jake came to Utah in 2023 as a University of Vermont graduate with a Bachelor’s in Political Science and Economics. Getting his start in Vermont politics, he has since built up five campaign cycles, including managing three Park City municipal campaigns in Summit County, and has worked across the state with the Utah Democratic Party. Off the clock, Jake is most at home in Utah’s mountains — backcountry skiing, climbing, and mountain biking. His love for the outdoors drives his passion for policies that protect Utah’s wild places and uplift the everyday people who call this state home.
Communications Director — Casey Berger
Casey is a born-and-raised Mainer who moved to Utah in 2021 to earn his Bachelor’s in Political Science at Westminster University in Sugar House. This is his third election cycle, previously interning with the Maine and Utah Democratic Parties, where he learned what voters actually care about and how to craft the messages that work. In his free time, Casey is in the outdoors: skiing at Snowbird, touring Mt. Superior, or backpacking in the Uintas. He hopes his work helps preserve the spaces he and so many others love.
